Licensed Site Remediation Professionals LSRP

Have you received a letter from the New Jersey Department of Environmental Protection (NJDEP) recently regarding the need for you to hire an LSRP to manage your environmental contamination project? If so, Birdsall Services Group is here to help!

As you may or may not know, in the last two years the NJDEP has initiated changes on how environmental projects are managed. The changes started in 2009 with the Site Remediation Reform Act (SRRA), followed by the “new” Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) rule.

As part of these “new” rules, the NJDEP has recently issued correspondence to responsible parties associated with contaminated properties advising them that they should hire a Licensed Site Remediation Professional (LSRP) for the management of their environmental site, and enter it into the LSRP program. It is important to recognize that this NJDEP correspondence is part of the NJDEP strategic plan to have all existing cases, as well as new cases, enter into the LSRP program by May 2012.

The LSRP program effectively represents a transition from the existing NJDEP lead case management system, to an LSRP lead case management system. The LSRP pro- gram effectively utilizes LSRP's to imple- ment the NJDEP regulations, while the NJDEP provides limited oversight and auditing services. The LSRP program also establishes mandatory timeframes and NJDEP permit and oversight fees.

Although there may be reasons why you may not want to retain an LSRP at the mo- ment, there are also many potential reasons why retaining an LSRP does make sense for you now. If you are not sure which direc- tion to go, or even have some questions regarding the positives and negatives of retaining an LSRP, BSG is here to help. BSG currently has six (6) LSRP’s on staff, all of whom are experienced in the imple- mentation of the LSRP program; as well as a number of environmental professionals, should your project strategy not require LSRP interaction.

If you have any questions regarding this program, BSG offers a complimentary consultation or phone conversation (depending on location) to answer any questions you may have to assist you in determining the best approach and strategy for your project. If interested, please contact Timothy C. Kinsella, CPG, Sr. Vice President at 908.497.8900 x6283 or email at tkinsella@birdsall.com.
