On June 25, 2009, bids were received in response to a Monmouth County RFB for Electric Supply Service via an on-line reverse auction process. Monmouth County, working with Birdsall Services Group and its Channel Partner, World Energy, was able to conduct this reverse auction with several suppliers bidding for both 12 and 24-month electric supply contracts for the County's CIEP and FP accounts. Bids were received from three NJBPU Licensed Suppliers - Hess Corp., Pepco Energy, and ConEdison. Pepco Energy provided the lowest responsible bid in response to the RFB for both account types. Based on historical electric usage and the utility's price to compare, the County anticipates saving approximately $2.9 million.

Paper-based procurement systems don't lend themselves to the fair, open procurement process and with the reverse auction exchange, the County was able to ensure a high level of inclusion with suppliers and watch the bidding as it happened. The online reverse auction process was not only efficient and transparent; it also enabled the County to secure a competitive price.
